Russian lags in UAV development.  A drone with similar capabilities to our MQ9 Reaper is on the drawing board for deployment in 2016.  Russia recently tried to integrate UAVs into the recent Zapad exercise mentioned in my 4 Nov Sitrep. 

The Iranians just gave the Russians a copy of a stolen US Scan Eagle allegedly procured from an Afghan who stole it from a military convoy.  Iran likely gave Russia access to a captured RQ170 stealth drone.
