Reuters reported that the US eased arms embargo restrictions against Vietnam.

The embargo has been in effect since the Vietnam war.  The eased restrictions are in the area of systems that would improve Vietnam’s maritime security capability in light of recent Chinese encroachment into Vietnam’s waters.  Used P-3 Orions, an antisubmarine and patrol aircraft, is a leading contender for military sales to Vietnam.
