The draft agreement floated in July has been leaked.  The US would be responsible for funding the Afghan military as well as maintaining a presence in Afghanistan with no end date.  Most troublesome is the US is charged with fighting AQ but not allowed to “search any homes or other real estate properties,” and “No detention or arrest shall be carried out by the United States forces.”  THAT’s a head scratcher.  Here’s the document.
