Stratfor published a quick article analyzing the utility of Ebola as a weapon as well as some general discussion of chemical weapons. It’s a worthwhile read. Bottom line is that it isn’t a very good one and would make terror groups vulnerable if they tried to improve its efficiency. They are right to a point but ignore the impact that even the effort by terror groups would have on the national psyche and how the gov’t would react. It only took two Americans to be murdered by ISIS to cause the US to redeploy into Iraq. Not saying that’s the wrong decision but relatively few American deaths caused a 180degree change in US policy. That’s significant. They make the same kind or shortchange error by rejecting out of hand the utility of terror groups recycling old chemical munitions.
